Set Your Start Page in Internet Explorer

Type the address of the site you wish to use as your start page in Internet Explorer. When you arrive at that page, open the Tools menu (or View menu, depending what version of Internet Explorer you have) and choose "Internet Options" (in some cases, just plain "Options").

You should be taken straight to a tab labeled "General." You should see information on "Home page." Towards the top of the window will be a button that says "Use Current." Hit that button once. If you would rather see a blank screen when you open Internet Explorer, click "Use Blank." Using a blank screen is only recommended when you have a very slow computer.

Set Your Start Page in Netscape Navigator 6.x

Go to the Web page you wish to make your start page. When you get to it, go to the Edit menu and to "Preferences." You should end up in a Window in an option category called "Navigator." Home Page options will be in the middle of the screen. Click "Use Current" to set your start page.

The same window will also have options for using a blank page (recommended if you have a slow machine) or for opening the last page you visited.
